You're running 11 8 and 9 in attributes on a level 20 character? Did you do the two attribute quests for a total of 30 extra attribute points of the campaign you started your character in? With all attribute points you could make 3 attributes 11 10 and 10. With runes, I'm running 13 expertise, 12 marksmanship and 10 channeling on my R/Rt. 13 expertise is the sweet spot for 5 energy skills (which are affected by expertise of course) turning them into 2 energy skills. If you want to spend less on expertise than 13, I'd suggest 9 rather than 11 and use the attribute points on marksmanship or the element of your choice. The difference between 9 expertise and 11 expertise only affects 15 and 25 energy skills and is thus less useful.
On a ranger, I wouldn't use any caster spells. You're running a R/E, so a conjure with an elemental bowstring is a good idea. I wouldn't use any other elementalist skills though.

Oh well then you got a while before you really gotta start worrying about running optimal builds. Unless you feel like doing about an hour or so work for Burning Arrow, which is one mission into Nightfall. You could go cap prepared Shot, which is right outside the eotn outpost. You will eventually wanna run Broadhead Arrow, which you can cap fairly early on in Factions to.

You can buy Signets of Capture from the skill trainer when you get to a certain point on the game. Putting one of these on your bar allows you to cap elite skills, or any skill for that matter from different bosses. You can only cap skills from bosses that share your profession, so your R/E can only cap skills from Ranger or Ele bosses.

You don't have to put runes or insignia in your armour (we just took a couple of Guildies to Protector of Tyria - to find they had only a couple of runes between them!) but they help a lot.
Only use two Ranger runes - expertise in body armour and then a 'specialism' in your mask and they don't need to be Superiors - then add a vigor plus vitae or attunement runes to the remaining pieces. As to insignia - if you can afford them - a Survivor in your chest piece and leggings then your choice for the rest - don't necessarily use Ranger Insignias but general purpose ones.
The reason for putting your specialism i.e marksmanship, wilderness survival, beast mastery in the mask is you can keep a spare mask and swap as needs dictate.
Keep your health high - it makes you more durable when things get sticky - your bow will still fire on low energy so make it as dangerous as you can, only your skills won't work when energy is down.

Hey, I've searched everywhere and I haven't been able to find a non- expertise rune and not a single specialism for my mask.
you know where I can find them?
can't find Vigor or Vitae either.

You can buy Runes from a Rune Trader NPC - they're in most cities e.g. Ascalon, Lions Arch, Droknars Forge - they also sell Insignia.
Runes can also be salvaged from Insignia - most things west of Ascalon have a chance of dropping Runes - but use an expert salvage kit.

I added one minor expertise to my chest, one marksmanship to my mask, and 1 attair to each other article of clothing I have!
my max health is now 510!

Just for your information, you can change secondary professions later in the game to any other you want, so you don't have to stick with being R/E.
As for the best PvE ranger elites, there's BHA (Broad Head Arrow), Barrage (but tbh you can do about the same with Volley), Burning Arrow, and Incendiary Arrows (the latter kinda meh in my opinion in PvE).
There are other fun elites such as Oath Shot for some long-recharging skills (such as being a trapper lol), Expert's Dexterity, Magebane Shot, and Glass Arrows.

What's the best 2nd proffesion in your opinion for a Ranger?
and yeah I'm about to Ascend so I might be changing it.

No secondary is the ultimate best for a ranger, skills from different profession may have something usefull to offer and many rangers change their secondary and skills depending on the area or mission ahead of them.
Mesmer and Monk are two I use frequently, but since you likely have a fair amount of Elementalist skills from quests I'd stick with that for a while.

R/E try conjure with barrage once you get it. Ull probably like that. Since you have eotn, in the meantime pick up volley from the eye of the north town. Go get some more pve skills, ymlad is good but a bit energy intensive. Id rather battle standard of honor, pain inverter, finish him, and other skills like that. You dont have the energy to use skills so much coz ur ranger and exp doesnt effect em, so get the more fire and forget ones rather then 10e every 10 seconds.
